Because Holy Qur’an 9:28 restricts the entry of the Pagans who are unclean. Muslims are enjoined to be strict in cleanliness, as well as in purity of mind and heart, so that their word can be relied upon. Hajj is the fifth item in Islam. Before that one has to accept Islam, declare, Offer 5 times prayers, give zakat, observe fasting during Ramadan. Hajj is to be performed after attaining purity by the aforesaid in pursuance of which one has to enter the restricted area. The Word of God tells us that if Pagans allowed to enter that would affect the cleanliness. And they have no use or benefit in going there and seeing Kaaba without undergoing the process of purity.

it looks like that people at that time had less facilities but were enjoying worship.now a days there are huge buildings aroung kabatullah airconditioned hotels but taskeene rouh or enjoyment in ibadat is rare
